Even dialing in on a perfectly clean noise free line, a 56Kbps modem usually will not connect above 53Kbps, even 50Kbps connection can be rare. Generally if you are anywhere between 42Kbps and 48Kbps, you are doing pretty well.
The modem upon encountering noise, will adjust itself to connect at a lower, more stable speed as a means of keeping the connection intact. It will adjust down until it reaches a speed that it can maintain your connection. The more line noise you have on your line, the slower your connection speed will be.
